Although life is difficult intended for Eveline, she faces the battle of staying to care for her family, or perhaps escape her problems and leave with her lover frank from Dublin, Ireland forever.
When you think about dust, a person would imagine old untouched items that are probably forgotten. While young because she is, Eveline already seems forgotten. Eveline's life has become overloaded with all the responsibilities of attending to her relatives. Early on when author Joyce speaks of her sitting down by the dirty curtains; I think he is symbolizing her work load at home, inferring that the girl does not have time to dirt those drapes.
